paypal debt payable by promissory note?

I wonder if i could pay an outstanding paypal debt of a few hundred quid with a Promissory Note and cover letter? I got an email from them asking me to pay off the bill, should i ask them to send me a bill in the post? I am hoping that my bank the halifax honours the payments but i am in dispute with them so, not sure if they will or not.

Anyone, had any similar experiences with paypal?

You will probably find that they wont send you a bill :)

You can always ask them, i tried the same with ebay, asked them to send me a bill, they said they dont do that as they have to do it all online.....i wonder why huh :p

Just wondering. When you ask them a question like: "send me the bill" are you not gettting into a tacit agreement with them?

Hi exdro.They will only ever send you a statement not a bill,as the alleged debt is unlawful anyway.They may say it's a bill,but try asking them to put a live-wet signature on it.They won't/can't cos whoever does,is personally liable [not the company] if it goes tits up,and it will for them.Don't worry about the tacit,cos without a proper bill,there is no debt.Cheers pal. ;)

They have now handed over or sold the debt to IQOR and now i have received the usual request to pay or be threatened with court etc. IQOR did state that i must not contact Paypal about this. I am ready to start the 3 letter process. I can't open the Template Letters if someone could leave a link or i could pm you my email address.

How can i find out if they sold the debt to IQOR or not?

As Rob said they can't prove that i owe them any money as it is all done online.

IQOR SERVICES

Letter 3 was sent on 8th June...

After having sent them the 3 letters they have now replied letter stating that they are acting on an agent basis in this matter. They say they have received the account with reference 000000000 from their client Paypal for collection on the 10/04/2012. "Our Client has instructed us to collect the balance on their behalf"

They say they reserve the right to communicate regarding payment of this debt as and when appropriate.

"Please be advised that we are not a third party as defined under the Consumer Credit Act 1974. We are legitimately appointed agent of the creditor pursuing settlement of what we understand to be an undisputed, overdue and outstanding debt. We are a Licensed debt collection agency. Our full Company registration details are shown at the bottom of this letter. We confirm that we act on an agent basis in this matter. We agree that you have no contract with our Company, however, we do not write to you to enforce any alleged Rights on our own behalf. We have been instructed by Our Client, Paypal, whom we understand to be your creditor, to contact you regarding settlement of what we understand to be an undisputed, overdue and outstanding debt under a contract between the creditor and yourself. You have requested validation of the debt. Debt Validation (and verification) we believe is a concept originating in the United States Federal Fair Debt Practises Act. This legislation does not apply in the United Kingdom and therefore we will not be providing you with a sworn affidavit as requested.
Please contact us with your repayment proposals or advise us how you intend to deal with this matter."

They are giving me 2 weeks to respond. signed in biro by M.squiggle (name unknown) on behalf of IQOR RECOVERY.
