'We do not accept'

I have two Barclaycards, and with the first, I received the 'we do accept your proposed changes.'

With the second, they have now sent a letter to me saying 'We do not accept your proposed changes.' This was in response to the third letter.

Does this change anything? Or should I invoice now, as I did before?

Bill them and keep on billing them each time they reply.
